I agree with Emily. I would also add to that as consumers we see celebrities in movies and in other media and there is a general curiosity about what their life is like. I think however that most people don't care that much, it's just that the stalkers and extreme fans are so loud that it seems so much of an epidemic. I've heard for example that the number of viewers for the golden globes and other award programs have fallen dreadfully low.
We love celebrities because we don't read books and we don't write letters.
Following celebrities is the easiest form of entertainment that requires the littlest mental effort. Pure consumption. Easy and fast entertainment. Cheap to produce and distribute. Effortless to consume.
And that is why I just can't get enough of Justin Beebs.
At first, I was thinking this behavior was a shallow form of worship--but that may be too harsh. I then settled on the premise that it is just an extension of being entertained--we follow a celebrity--let's say a singer...we enjoy the music, we tie the music to his/her life--so we become interested in his/her life...and in the end it is just an extension of our fantasy lives--thinking about things that are purely entertaining...an a bit of levity is a good thing! dad

I think part of it is that we get to watch them from the outside. If we watched their lives from the inside, I think it would be entirely different.
